Gary W. Ritter is a professor of education policy and holds the Endowed Chair in Education Policy in the Department of Education Reform at the University of Arkansas. In addition, Dr. Ritter is the director of the university's Office for Education Policy. This office, which he founded, serves as a K–12 education resource for Arkansas policymakers to promote thoughtful and evidence-based decisionmaking. Dr. Ritter's current areas of interest include educational programs for disadvantaged students, college access and mentoring, teacher evaluation and teacher compensation, racial segregation in schools, and program evaluation. His work has been published extensively in peer reviewed journals.

Dr. Ritter holds a bachelor's degree in finance from John Carroll University and a master's in social policy from the University of Manchester in the United Kingdom. In addition, he holds a master's degree in public policy from the Wharton School at the University of Pennsylvania and a Ph.D. in education policy from the University of Pennsylvania.
